Chen Dingwei, a 29-year-old Chinese national, has entered a guilty plea to federal charges involving an attempt to illegally procure sophisticated US military communications technology and redirect it to China. The admission in Salt Lake City federal court on Monday exposes a coordinated scheme that underscores deepening tensions over sensitive defence technologies and the lengths both superpowers now go to restrict their transfer. Chen now faces a sentence of up to two decades in prison, with sentencing scheduled for October 19.
The equipment at the centre of Chen's operation comprised military-grade satellite modems and radios manufactured by American defence contractors exclusively for use by US armed forces. These systems fall squarely within the framework of the US Arms Export Control Act, which imposes strict prohibitions on their transfer to China. The Department of Justice has characterised the attempted diversion as a direct threat to American military superiority, framing Chen's actions as part of a broader effort by Beijing to acquire advanced communication technologies that would enhance the operational capabilities of Chinese defence forces.
According to court records, Chen operated as part of a larger network with unnamed accomplices based in China who coordinated the acquisition strategy. Between March and October of last year, this consortium approached a Switzerland-registered equipment broker that maintained subsidiary operations within the United States. The conspirators discussed logistics for moving the restricted goods surreptitiously through Saipan, the capital of the Northern Mariana Islands and a US territory, presumably because it offered an alternative transshipment point less heavily scrutinised than direct US ports.
The financial trail reveals a methodical approach designed to evade detection. Chen's group initially transferred more than US$40,000 as a down payment for ten modems, but recognising the vulnerability of traditional banking channels to regulatory oversight, they subsequently pivoted to cryptocurrency transactions worth approximately US$30,000. This deliberate shift to decentralised digital currency underscores awareness of how law enforcement agencies monitor conventional financial movements in cases involving arms smuggling.
Chen's communications further illuminated the scope of his ambitions. He characterised the initial batch of modems as merely an opening transaction and claimed access to substantial funding—tens of millions of dollars—that would support procurement of a far more extensive collection of controlled US military systems. This assertion suggested the operation extended beyond a single acquisition and pointed to systematic plans for sustained technology diversion. Such statements provided prosecutors with evidence of a conspiracy characterised by intent, planning, and significant financial resources.
The operation unravelled when a Department of Homeland Security undercover agent infiltrated the smuggling network by posing as a middleman facilitating the transaction. Chen, apparently confident in the arrangement and unaware of the federal trap, travelled to Saipan in early October 2025 to physically collect the modems. US authorities arrested him on October 6, 2025, on the Pacific island, preventing the equipment from being removed from American territory.
The equipment involved carries designation as sensitive goods under the International Traffic in Arms Regulations, the federal regime governing commercial arms sales and military technology transfers. ITAR restrictions prohibit any export of such systems without explicit government authorisation. Exports to China carry an additional layer of prohibition through what Washington terms a "presumption of denial"—a regulatory classification that effectively amounts to an across-the-board embargo on all such transactions regardless of commercial justification.
Chen's prosecution reflects a broader strategic competition between the United States and China over access to critical military technologies. Both nations are progressively tightening controls over sensitive materials and systems deemed essential to national defence capabilities. The US has expanded its export control regimes, particularly regarding semiconductors, quantum computing materials, and advanced communications systems that could enhance Chinese military modernisation.
